That's ridiculous. That sentence uses "want" to mean "do on a whim" as if moving to another country was as trivial as ordering a pizza. Any normal understanding of the word "want" applied to a large action implies inherent motives (e.g. love, money, fear, etc.).

...moves to another town...

If your motives are strong enough, you'll want to do it.
